AIDS Vaccine Advocacy Coalition v. DOS

The United States Department of State and other appellants sought an emergency administrative stay and a stay pending appeal in consolidated appeals involving AIDS Vaccine Advocacy Coalition and other appellees. Applying the stringent requirements for a stay pending appeal, the D.C. Circuit denied the motion because appellants had not satisfied those requirements.
